Zeichen 720, mounted to the right of the red light. It is not in an Anlage — §37 Abs. 2 Nr. 1 StVO defines it directly: you must first come to a complete standstill, then you may turn right on red, and only if you endanger or obstruct nobody, cross traffic and pedestrians on green included.
