The A1 certificate blocks more spouse visas than income or housing ever do — not because the exam is hard, but because nobody plans for it. Start Deutsch 1 is passable in 2–4 months of steady study from any of the three countries.

The legal rule, in one paragraph
§30 Abs. 1 AufenthG: both spouses must be at least 18, and the incoming spouse must be able to communicate in German "at a simple level" — CEFR A1, proven by a certificate from an ALTE-standard provider (Goethe-Institut, telc, ÖSD, TestDaF partners). Spouses of German citizens face the same A1 logic via §28 Abs. 1 S. 5. The certificate must exist before the visa is issued — missions commonly expect it to be recent (generally not older than about a year; mission practice varies).
Who is exempt (§30 Abs. 1 S. 3)
The big one — Nr. 5: if the sponsor holds an EU Blue Card (§18g), an ICT card, or a §18a/§18b skilled-worker permit (or holds permanent residence obtained directly after one of these titles — Nr. 7), the spouse needs no A1 certificate at all.
