The big 2024 reform genuinely cut the wait to 5 years and made dual citizenship normal — so you no longer have to surrender your Pakistani, Indian, or Bangladeshi passport. But a separate "turbo" 3-year route that briefly existed was scrapped on 30 October 2025. This is the corrected, dated picture, written for someone moving from Lahore, Karachi, Delhi, or Dhaka.

Since the 2024 reform you can naturalise after 5 years (down from 8), and dual citizenship is allowed (since 27 Jun 2024) — so you keep your Pakistani / Indian / Bangladeshi passport. But the 3-year fast-track was repealed on 30 Oct 2025. Most older guides still mention it — they are out of date.

If you registered (Anmeldung) and held a valid residence permit from March 2024, your standard eligibility window opens around March 2029 — five clean years of lawful, ordinary residence, assuming the other boxes below are ticked.

What actually changed — the timeline

  1. Before 27 June 2024 — the old rule

    Naturalisation needed 8 years of residence (7 with an integration course), and Germany generally forced non-EU citizens to give up their original nationality. For most Pakistanis and Indians, that meant choosing between a German passport and your home one.

  2. 27 June 2024 — the reform takes effect

    The Staatsangehörigkeitsmodernisierungsgesetz cuts standard residency to 5 years and permits dual citizenship across the board. A 3-year fast-track is introduced for "special integration achievements" (C1 German plus exceptional work, study, or volunteering).

  3. Through 2025 — the fast-track in practice

    The 3-year route exists on paper but is rare and discretionary. Very few cases clear it; most applicants are on the 5-year clock regardless.

  4. 30 October 2025 — the fast-track is repealed

    Parliament removes the 3-year accelerated route entirely. From this date there is no "turbo" naturalisation. The 5-year standard rule and dual citizenship both stay. This is the change most online guides have not caught up with.

If a website, agent, or YouTube video in 2026 tells you that you can become German in 3 years "with C1 German," it is out of date. That door closed on 30 October 2025. Plan around the 5-year clock.

What you must prove at year five

Five years of residence is the clock, not the whole checklist. To naturalise you also need:

  • B1 German (spoken and written) — a language certificate or equivalent proof
  • Pass the Einbürgerungstest (33 questions; pass mark 17 correct)
  • Secured livelihood — you support yourself and your family without Bürgergeld or social assistance
  • Commitment to the free democratic basic order (a signed declaration)
  • Clean criminal record (minor fines are usually fine; serious convictions are not)

What can block you

  • Time on a student or job-seeker permit may count differently — check how your years are credited
  • Relying on Bürgergeld through your own fault breaks the "secured livelihood" test
  • Gaps in lawful residence (an expired permit, a long absence) reset or pause the clock
  • The Einbürgerungstest now includes questions on Jewish life in Germany and Israel's right to exist

B1 is the floor, not C1. Since the fast-track is gone, there is no citizenship advantage to pushing past B1 — but stronger German still helps everywhere else: jobs, the Ausländerbehörde, daily life. Build it for those reasons, not for a faster passport.

A realistic path for a Pakistani newcomer

  1. Year 0 — arrive and register

    Land on a work, Blue Card, Chancenkarte, or study permit. Do your Anmeldung within 14 days — that registration date is effectively where your residence clock starts being documented.

  2. Years 1–4 — build the proof file

    Stay in lawful, continuous residence. Reach B1 German. Stay off social assistance. Keep payslips, tax returns, and your Meldebescheinigung. Quietly knock out the Einbürgerungstest whenever you feel ready.

  3. Year 5 — apply

    Submit to your local Einbürgerungsbehörde with your residence history, B1 certificate, test result, income proof, and clean-record check. Processing times vary widely by city — Berlin and Munich queues can run many months.

  4. After approval — keep your home passport

    Collect your Einbürgerungsurkunde. Under the 2024 rules you do not renounce your Pakistani, Indian, or Bangladeshi nationality. Apply for your German passport and you are a dual citizen.

Common pitfalls South Asians hit

"Bürgergeld for a few months won't matter." It can. The secured-livelihood test looks at whether you can support yourself; drawing assistance through your own fault during the qualifying period is a real risk to the application. Treat self-sufficiency as a hard requirement.

  • Trusting stale 3-year promises. Build your plan on 5 years. The fast-track is gone.
  • Letting a permit lapse. A gap in lawful residence can pause or reset the clock — renew on time, every time.
  • Long trips home. Extended absences can break "continuous residence." Ask your authority before any multi-month stay abroad.
  • Assuming every year counts equally. Time on some permits is credited differently from skilled-worker years — confirm how yours is counted before you assume year five.
