Indian, Pakistani or Bangladeshi licence → German licence: the honest route
None of the three countries is in Anlage 11 FeV, so all three need the full German theory and practical exam — there is no partial exchange. Your foreign licence is valid for 6 months from Anmeldung under §29 FeV, extendable once to 12. Here is the document list, the timeline and the cost.

The story that India sits in Anlage 11 'with conditions' and that Berlin sometimes waives the theory is folklore. India, Pakistan and Bangladesh are all absent from the annex, which means the same federal answer everywhere: pass the German theory test and the German practical test.
How long your foreign licence lets you drive here (§29 FeV), counted from Anmeldung

The clock starts when you take up ordinary residence — in practice your Anmeldung, not your date of entry — and it ignores the expiry date printed on your licence. Once it runs out, driving on the foreign licence is Fahren ohne Fahrerlaubnis (§21 StVG): a criminal offence, not a fine. Apply for the extension before month six, in writing, at the Führerscheinstelle.
The myth, and the annex that kills it
Anlage 11 FeV is a country list. For each listed third country it says whether a licence can be exchanged with no test, theory only, practical only, or both. Neither India nor Pakistan nor Bangladesh appears in it at all.gesetze-im-internet.de The German Federal Foreign Office puts it plainly for Indian licence holders: they "will be asked to pass a full theoretical and practical driving test".india.diplo.de
Three claims circulate in WhatsApp groups and are all wrong: that India enjoys a partial exchange; that the rule varies by Bundesland; and that Indian Armed Forces licences are recognised without testing. None of them has a basis in Anlage 11, because India is not in Anlage 11. What genuinely varies between cities is waiting time and paperwork detail — never the two-exam requirement.

The waived lesson quota is the one real advantage of already holding a licence. A German beginner must complete a fixed number of Sonderfahrten — motorway, night, out-of-town. You do not. You take the lessons you decide you need, then go to the exam.
Your first six months, in order
Anmeldung — and the clock starts
Day 0Register your address. From this date your foreign licence is valid for driving in Germany for six months (§29 FeV), regardless of what its own expiry says.
Carry an IDP or a certified translation
Every driveWith the original licence you must carry either an International Driving Permit or an official German translation (ADAC/ACE, a home-country authority, or a sworn translator). Police and rental desks do ask.
Sehtest + Erste-Hilfe-Kurs
~7 € + 30–60 €An eye test at any optician and a 9-hour first-aid course. Both are required before the application is complete, and both can be done in week one.
File the Umschreibung application
Month 1–2, ~35–45 €At your local Fahrerlaubnisbehörde / Führerscheinstelle, with the documents below. Processing regularly takes 4–8 weeks, which is why month one matters.
Enrol with a Fahrschule for the exams
Month 2–3The school registers you once the Prüfauftrag exists, chooses the exam language, and books the slots.
Theory exam, then practical
Month 3–6Theory first. A theory pass expires if the practical is not passed within 12 months (§18 FeV). A failed exam may be repeated after two weeks.
Surrender the foreign licence, collect the German one
On passingThe original is retained. Ask for a certified copy beforehand if you need it for a rental or an OCI/NICOP file at home.
Start in month one, not month five. The sequence — authority processing, Prüfauftrag, Fahrschule slot, exam date — regularly consumes more than six months on its own. The extension to twelve months exists, but it is granted on application and it is not automatic.

Non-Latin-script licences — Urdu, Bengali, and Indian licences in regional scripts — always need the certified translation; do not rely on the English text some Indian licences carry.

The spread is almost entirely lessons. Somebody with fifteen years of Delhi or Lahore driving behind them still has to unlearn habits German examiners fail people for — shoulder checks, the 3-second gap, right-before-left at unmarked junctions, and stopping behind the line at a Stop sign. Two to six lessons is common; zero is rare.
Fees are indicative, last verified 2026-08-03. Exam and authority fees are set by regulation and barely vary; Fahrschule prices are free-market and differ by a factor of two between a small town and Munich. Get the Preisliste in writing before you sign.
